Mental Health ProgramsAbout CMHSJohn Morrow, Ph.D. John M. Morrow, Ph.D. is a Clinical Psychologist and the Chief of the State Planning and Systems Development Branch of the federal Center for Mental Health Services (CMHS). Dr. Morrow’s office oversees the Community Mental Health Services Block Grant and the Protection and Advocacy for Individuals with Mental Illness Grants and collects information through the Uniform Reporting System on the State Mental Health Authorities that serve over 6 million individuals. In addition to the two formula grants, his Branch has responsibility for the Minority Fellowship Program which supports increased cultural diversity in the mental health system work force and grants to support alternatives for seclusion and restraint for individuals with mental illness. Prior to coming to CMHS, Dr. Morrow was the Director of Planning and Information for the Fairfax-Falls Church Community Services Board in Fairfax, Virginia, where he had responsibility for strategic planning and data collection for a system of care that provided services to individuals with mental illness, substance use disorders, and intellectual disabilities. Dr. Morrow received his doctorate in Clinical Psychology from the University of North Carolina at Chapel Hill in 1975 and has thirty years experience in community mental health settings. |
