The Community Support Programs (CSP) Branch collaborates with Federal partners to provide information and technical assistance to individuals, families, communities, providers, administrators, policymakers, and the states through its support of the:
Technical Assistance and Policy Analysis (TAPA) Center for Jail Diversion
The Technical Assistance and Policy Analysis (TAPA) Center for Jail Diversion, a Branch of the National GAINS Center for Systemic Change for Justice-Involved Persons with Mental Illness, serves as the coordinating center and technical assistance provider for the Center for Mental Health Services (CMHS) Targeted Capacity Expansion (TCE) for Jail Diversion Initiative. The TAPA center coordinates this initiative with the Mental Health Courts Program, funded by the U.S. Department of Justice and coordinated by the Council of State Governments Criminal Justice/Mental Health Consensus Project.
The TAPA center provides an array of on-site, web-based, and telephone technical assistance to enhance the capacities of communities and states to develop jail diversion programs that are sustainable, effective, and accountable as part of their strategies for mental health system transformation.
The center also coordinates, with the Council of State Governments Criminal Justice/Mental Health Leadership Initiative, the Judges’ Criminal Justice/Mental Health Leadership Initiative (JLI) to promote judicial leadership on jail diversion at the state and community levels.

National GAINS Center for Systemic Change for Justice-Involved Persons with Mental Illness
The National GAINS Center for Systemic Change for Justice-Involved Persons with Mental Illness has been in operation since 1995. The National GAINS Center is the locus of expertise on effective services for justice-involved persons with mental illness. The center is committed to the goal of transforming the nation’s fragmented mental health system and developing a recovery-oriented, consumer-driven system of care.
The GAINS Center has developed a comprehensive plan of knowledge application and technical help to implement evidence-based practices. It also aids states by integrating their mental health, substance abuse, and criminal justice systems.

Criminal Justice/Mental Health Consensus Project Coordinated by the Council of State Governments (CSG)
The Consensus Project serves as coordinator of the Criminal Justice/Mental Health Consensus Project administered through the Bureau of Justice Assistance's (BJA) Law Enforcement/ Mental Health Partnership Program. The Consensus Project provides technical assistance to the BJA Mental Health Court Program grantees to assist in planning, implementing, evaluating, and sustaining their mental health courts.
In addition, they provide technical assistance to nongrantee mental health courts and to other court-based initiatives to improve the response to people with mental illnesses in the criminal justice system. Specifically, this technical assistance center assists law enforcement officials and service providers to develop collaborative strategies for diverting individuals with substance abuse or mental health issues who come into contact with the justice system.
With guidance from the Police Executive Research Forum, the Consensus Project provides training resources, facilitates peer-to-peer assistance, promotes best practices, and assists statewide efforts to coordinate local law enforcement efforts.
