Doug Fuller, Ph.D.


Doug Fuller, Ph.D.
Doug is an Associate Scientist in Abt Associates’ Behavioral Health Research Practice. He received his doctorate in Sociology from Howard University, specializing in Race and ethnic relations, social stratification, urban sociology, and cultural anthropology. During his tenure at Abt, Doug has held key leadership positions for a number of evaluation and capacity expansion projects addressing mental health, HIV/AIDS, poverty reduction, health disparities, Medicaid managed care, and substance abuse (e.g., the Mental Health HIV/AIDS Services Collaborative Program (CMHS); the W.K. Kellogg Men’s Health Initiative, the Re-evaluation of the District of Columbia’s Medicaid Managed Care). He is also the project manager for the National Center for Trauma-Informed Care.

Doug has spoken extensively on managing and evaluating organizational cultural competence in mental health settings. He has also created and provided specialized technical assistance to sites on developing a cultural competence initiative, strategies for assessing cultural competence, and developing consumer advocacy groups.

Douglas Fuller’s expert areas include: organizational cultural competence (evaluation and technical assistance); race, culture, and ethnic relations; effective consumer/community advocacy; working with historically underserved populations; and social science research and methodology.
