Gail Robinson
Gail is Vice President and Practice Director for Abt Associates Behavioral
Health practice. She has more than 30 years' experience in health and behavioral
health issues at the national and state levels, particularly in the area of
service delivery and public financing through Medicaid and Medicare. Gail
has technical expertise in evaluation and health services research, and experience
in designing and implementing large demonstration and evaluation projects.
She has attained national recognition of her in-depth knowledge of the management
and financing of state mental health systems. Since joining Abt, Gail has
played a leading role in several studies and technical assistance projects,
most notably directing a national survey of the characteristics and funding
of school mental health services, directing the National Center for Trauma-Informed
Care, as well as directing the development of evidence based tool kits on
supported housing, aging and mental health, consumer operated services, and
children’s mental health for the Center for Mental Health Services.
Gail has spoken extensively on strategic planning and policy analysis of
federal, state, and localities' efforts to design, implement, and evaluate managed behavioral healthcare systems.
Gail Robinson's expert areas include: evaluation and health services research (substance abuse and mental health); experience in designing and implementing large
demonstration and evaluation projects; management and financing of state mental health systems; and health systems strategic planning and policy analysis.
