Bill is a principal scientist in Abt Associates’ Behavioral Health Research Program and a psychologist with broad interests and background in health, mental health, and substance abuse research. Although best known for his contributions to the literature on the epidemiology of post-traumatic stress disorder (PTSD), his fundamental interest involves improving our understanding of the relationships among mental health, substance abuse and other behavioral and health problems. His career has centered on large-scale behavioral research studies conducted by multidisciplinary teams. Bill is currently a senior investigator on an NIMH-funded study of the efficacy of an internet-based, cognitive behavioral, self-help intervention developed for use with combat-exposed troops returning from Iraq and Afghanistan, which is being conducted with Marines returning to Camp Lejeune, NC. In addition to his position at Abt, Bill holds adjunct faculty appointments in the Department of Psychiatry and Behavioral Sciences at Duke University Medical Center and in the Department of Psychology at North Carolina State University.

Bill has written and spoken extensively on the epidemiology of post-traumatic stress disorder, behavioral and mental health, substance abuse and treatment for people with co-occurring disorders, and community and work-based preventative interventions, and disaster response behavioral health treatment and care.
