    In an effort to provide new grant applicants with the guidance needed to prepare competitive grant applications, the Substance Abuse and Mental Health Services Administration (SAMHSA) released the manual, "Developing Competitive SAMHSA Grant Applications: A Participant Manual." As SAMHSA identifies funding priorities to meet its mission, the Administration encourages projects throughout the country to access the grant application and award mechanism. This Participant Manual offers both workshop assistance and take-home reference materials.

    The Mental Health (MH) Block Grant provides funds to States to create comprehensive, community-based systems of mental health care. This report highlights efforts of many States to use Federal Block Grant funds for mental health and substance abuse services, administered by the Federal Substance Abuse and Mental Health Services Administration (SAMHSA), part of the U.S. Department of Health and Human Services (DHHS), to provide more effective care for people who are homeless.

    This new report presents the results of a series of hour-long telephone interviews with State Medicaid directors or their designees in all 50 States and the District of Columbia, conducted in 2005-2006, that explored how State Medicaid agencies are addressing the organizational, funding, policy, management, and data issues that arise from their increased and often shared responsibilities for mental health services.
