Common Themes, Specific Issues and Related Recommendations - Theme A

The mental health system needs to be more culturally sensitive and responsive to Native Americans in order to be effective.

Issues Recommendations
1.   Need for more Native American control of service delivery. 1a. Include Native Americans in designing the system for providing services.
1b. Include Native American consumers and family members on boards, committees, and task forces that affect policy regarding mental health service delivery.
1c. Seek consumer input regarding treatment methods and treatment planning.
2.   Providers often lack knowledge of Indian medicine and culture. 2a. Develop a video presentation on the importance and efficacy of tribal tradition and healing, make it available through a variety of media, and encourage its use in the full range of training settings.
2b. Establish and require an orientation to community needs and culture for new service providers in Native American communities.
2c. Adopt the Principles of Service for Service Care Providers and the Mission Statement for Service Care Providers developed at the conference.
3.   States, Federal agencies, and other agencies often do not understand Native American issues and tribal government. 3a. Increase such entities' political awareness of tribal governmental systems and of the diversity across different tribes through collaboration and meetings with the proposed National Native American Mental Health Board.
3b. Establish multicultural affairs offices within mental health divisions, staffed by persons of color and vested with real authority.
4.   Native American approaches to diagnosis and healing need to be accepted and incorporated into the delivery system. 4a. Establish a task force composed of tribal community members, State agencies IHS, BIA, and others to address acceptance of Native American healing practices and diagnosis issues.
4b. Protect clients' right to choose the kind of treatment they receive.
