Director's ReportCenter for Mental Health Services Administrative Highlights President Bush has chosen Charles Curie to be Administrator of the Substance Abuse and Mental Health Services Administration (SAMHSA). For the past 6 years, Mr. Curie has been the Deputy Secretary for Mental Health and Substance Abuse Services at the Pennsylvania Department of Public Welfare. From 1990 to 1995, he was the Director of Risk Management Services for Henry S. Lehr, Inc., and, from 1988 to 1990, he served as President and CEO of the Helen H. Stevens Community Mental Health Center in Carlisle, Pennsylvania. Mr. Curie is a graduate of Huntington College and holds a Master’s degree from the University of Chicago’s School of Social Service Administration. SAMHSA Workforce Restructuring and Delayering As required by OMB Bulletin No. 01-07, SAMHSA developed a 5-year plan to identify and implement the organizational changes necessary to support the management initiatives of the new Administration. This 5-year plan, based on a workforce analysis and additional reviews, was submitted as a supplement to the SAMHSA FY 2003 budget developed in early August 2001. On August 10, the HHS Secretary granted approval for SAMHSA to proceed with implementing the restructuring proposal that was submitted. SAMHSA is also reviewing preliminary recommendations for a Strategic Workforce Plan that has been underway for more than a year. The final plan will assist SAMHSA in strategically managing its workforce currently and in the future.The draft recommendations are being discussed and reviewed in light of the Secretary’s vision for HHS. |
