The following 7 States use the definition of need in Federal regulations: Florida, Illinois, Louisiana, Maryland, Michigan, Ohio, and Wisconsin. The following 2 States use criteria equivalent to Federal regulations: Missouri and Vermont. The following 7 States did not respond: Hawaii, Indiana, Kansas, Massachusetts, Minnesota, Oklahoma, and Washington.
