Preface
This is a report of the proceedings of a two-day roundtable discussion on "People with Psychiatric Disabilities, Employment and the Americans with Disabilities Act (ADA): Turning Policy into Practice" held in January 1995. The meeting was convened by Carole Schauer, Public Health Advisor of the Protection and Advocacy Program located in the Center for Mental Health Services (CMHS), Substance Abuse and Mental Health Services Administration (SAMHSA). Natalie Reatig, Chief, Protection and Advocacy Program, CMHS; Laura Lee Hall, Ph.D., Senior Analyst, Office of Technology Assessment; Carol Miaskoff, Esquire, Office of Legal Counsel, Equal Employment Opportunity Commission; and Annamarie Lopez, Secretary, Office of the Director, CMHS, assisted in planning the roundtable. Also acknowledged are the CMHS Office of the Director for sponsoring the roundtable and the Office of External Liaison for their assistance in publishing and printing the report.
This report was written for CMHS by Laura Mancuso, MS, CRC, an independent consultant based in Goleta, California under Contract No. 95MF13949701D. Peggy Clark, Public Health Advisor, Community Support Programs Branch, CMHS, served as the Government Project Officer. The report was developed from a transcript of the roundtable prepared by Hi-Tech International, Inc. of Arlington, Virginia, and it summarizes the major points of discussion at the meeting as well as integrating other pertinent information. Four Resource Papers were written by roundtable participants and are available upon request (see Appendix C). The views expressed here do not necessarily reflect the official position of CMHS or any other part of the U.S. Department of Health and Human Services. Also, this document does not necessarily reflect a consensus among individual roundtable participants; it does, however, reflect the experiences of the roundtable participants. Roundtable participants were offered the opportunity to comment on a draft version of this document.
